Cadillac Fairview is the first TOC partner to advance a development proposal to public consultation under the provincially led and city supported TOC program.

With the full support of the Province and the City, Cadillac Fairview has made available its East Harbour “Mixed-Use Master Plan” that proposes a complete, mixed-use community with residential and commercial space, as well as retail, food, cultural uses and public open space. The diverse range of uses in the Mixed-Use Master Plan is in keeping with the stated objectives of the TOC Program and as reflected in the Ontario-Toronto Transit Partnership Preliminary Agreement.


A team of experts has been brought on by Cadillac Fairview to support the development and implementation of this joint vision between the Province and Cadillac Fairview:
